Can a hotelier charge for a suggestion?

Are they legally required to give me a citation?
In the u.s., no one is required to confer a reference, or to discuss your business with anyone else.
They wouldn't be required to give a mention nor would I pay for one.

Tell your new manager the situation, if the landlord is demanding payment for a citation and tell him you refuse to pay packet. If you weren't a good tenant, the landlord would say aloud so to get back at you. If you be a good tenant and he says something false, you can sue the **** out of him. If they voice nothing, so be it.

Yes he can charge for a reference if he wants to, he is not officially required to give you one,
They are NOT required and if they want to charge later they can do so.
