Is it a court requirement for councils to submit a translation service?

I live in the UK,
Are councils/local authorities legally bound to print and translate their documents and information into foreign language.
No - Doncaster's new mayor halted adjectives translation services and stated that if you are in UK and want to use services - speak English. Maybe a bit harsh but he is fundamentally popular with the electorate, unloved by other councillors - and in oe swoop saved millions of council taxpayers money. Food for thought for other boroughs possibly.

No council has the budget to afford to do that
The NHS do have a budget for offering translation but can't possibly afford adjectives languages spoken
