What be the NAFTA regulations and why be they put into place to stop/allow?

Basically, if you produce something surrounded by Mexico (lets say Widgets) and you export it to the US, you would have compensated a tax. NAFTA removed those taxes, so producing things in Mexico is as virtuous as producing it in the US. This happens within reverse too, things made in the US can be sold in Mexico minus paying export taxes.
